FlaviaBarca.it was created out of a desire to pool ideas as regards our cultural heritage, our creativity and cultural policy and, more broadly, our public cultural value. The impetus for this is underpinned by my experience as Rome City Councillor for Heritage and Culture (2013-2014), some 20 years of study and research in the media and ICT sectors as a consultant for private and public companies (drawing up scenario analyses, strategic planning, feasibility studies and marketing strategies), as well as my time as director of research at the Fondazione Rosselli Institute of Media Economics (April 2004 – March 2013). I have also worked as a consultant in, as well as written on, the following areas: the role of the public sector in the governance of audiovisual and creative and cultural processes (strategies, resources, impact, transparency etc.), the relationship between culture and innovation, culture as a stimulus for territorial development, shared public-private-active citizenship processes of governance, the public broadcasting service, local broadcasting and the relationship between local media and its regional basis, development potential in the audiovisual production sector, the use of EU funds for culture, and the internet economy and over-the-top services.
What unites the research I have carried out so far is my firm belief that, when properly encouraged, culture and creativity are the means by which the country as a whole can prosper. Working to realize such a vision is the challenge taken up in flaviabarca.it. This is done in full awareness that the greatest political choices today involve a frank discussion of the ends that we hope to achieve as well as and the means that we intend to adopt. And doing so with commitment, passion and intellectual honesty.
